English Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a latest survey of local authorities, UK councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that 60% of local authorities are planning to sell assets to cover the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and open spaces to support their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on service redesigns and utilising savings to manage increasing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in southeast England said its asset disposal plan included the sale of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Rises and Wider Financial Strains

This research of councils in the key cities group, which includes several urban centers, also found that more than 70% of authorities will have to increase local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both better provisions and financial savings,” stated a council leader.

He added: “There are population challenges which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities this week also found local finances being strained by the growing number of young people and adults needing special educational assistance.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent deprivation measures (IMD) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures underscores the scale of challenges confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” said a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the past 12 months, the survey revealed.
